I took a weld test today and I kept getting cold roll. Would voltage, wire feed speed or gun angle?

I've had my certifications for the past 3 months and I keep either hearing that i'm "not qualified enough" or I "don't have enough experience". There's a fab shop (sweat shop) in my area but I really don't want to work there. Any ideas as to what I should do?

So I want to start welding with MIG and flux core in my garage. It would be running from a 220v outlet that is connected to a 30 amp breaker, would this be good enough so that I could weld on 3/8 plate so that I can practice for weld tests and other things?
