what is the correct settings for oxygen/acetylene when using a rosebud for heating a large area? I have been told they should be the same/balanced ???????

I am wanting to weld a 1/2" thick plate(flat stock)to the open end of a 6" pipe(5/16"wall) using 1/8" 6011. Do I need to bevel the pipe,space between pipe and plate or both ? Thanks!
