Another thing is that the machine welding shown in your video is actually plasma welding and I suspect the hand held welding is plasma welding as well. Zank, am I correct in assuming the tubing is 4130 Cr/Mo?
If so, What do you use to linish the tubing with as all the 4130 we use has a slight coating over it?

This is a common occurrence for me and I've found I usually just snug up the collet body firmly and screw down the ceramic till it seals but not too tightly and just push the ceramic till it centralises with the Tungsten.

Pete, Mike is right, amperage is everything on thinner materials.
Another trick if you have the room behind where you are welding is clamp some heavy material underneath where you are welding and this acts as a heat sink drawing heat away from the bottom surface.

Another method I've used is to use a bolt to support the hole as the welding is being done. I use enough amperage to start welding on the cast but not enough to melt the steel or stainless steel bolt. For my part time job after hours I fabricated and welded this Mustang fuel tank. We've done a few of these now and this one is destined for an Eleanor copy which is why there is no filler tube welded to the top of the tank. (As it's mounted on the side and we don't know exactly where it will be yet)...

Stagger, just use LW1 ER70 S-6 standard Mig welding wire and whatever gas you normally use for Mig welding steel and you will be fine. We do lots of Tig welding on 4130 and we only use ER70 range wires, we've never gone up to the ER80 range as the ER70 wires give a bit more ductility for our applica...
