When testing I always hot pass but when welding on the job rarely did we hot pass - just go to stick. Every long lonesome now and then you will blow through the root while stick welding. Not knowing what tubes will be selected for Xray you need to do something about the blow through. What I do when...

Well, 4130 matches the base metal and would need PWHT (post weld heat treatment) so in your situation it would be worse
