You cannot weld titanium to stainless, at least with any of the conventional processes a typical commercial or home shop uses, SMAW, GMAW and GTAW.

There is plenty of information on welding Titanium available online.

I start in the very corner and work out, that way the hardest part is first and as I weld out it gets easier. I find it easier in reverse of this. Establish the puddle, and weld into the corner. With tungsten being so dense, I find it difficult to imagine a softer material could be impregnated into it,(but then I'm not a materials scientist) now if I grind the tungsten to the point of it getting red hot that may change things, even then I would think any minute traces would vaporize as soon...
