I've been trying to send Jody a PM, when I click submit I see the page that tells me it was sent successfully, however the message remains in my outbox.

I sent you a PM yesterday about this and it's still in my outbox, can you help?

Your messages have been sent. The system can take a day or so to update your outbox.

For everyone's reference,

Messages will continue to appear in your outbox until the recipient opens it.

While this is unusual for messaging programs, I find it handy as it tells me if a message has been read, or is still waiting in someone's inbox.
