I am trying to determine what kind of amps this Tig lead might be. It is from a Miller Maxstar 210. Or how I would be able to find out.

Showing both sides of the head will tell us much more than looking at a generic cable and the handle...

It has a Miller/Lincoln Cable Adapter LDTI-917-F TIG Welding Torch 9/17 at the base.

A 17 air-cooled torch and cable is rated for 150 amps.
