What will happen if you use a hobart mig welder that is rated for 115 volts and 60 hertz
on a power supply of 120volts and 50 hertz, Will it work?

Yes, it will work but the output current will be somewhat less than rated. Most all 120v equipment is rated for 50-60hz and 90-135v. If it is not it is supposed to be labled as such. Check with Hobart/Miller to verify it by model type.
Highly skilled at turning expensive pieces of metal into useless but recyclable crap..
