Hi looking for some advice as a beginner, I need to cut and fit a 3mm x 20mm Dia ring but what would be the best way to finish this but weld neatly

Here's a picture of what I need to do, would it be better to just fuse it or add filler ?

If you fuse it you will lose some of the diameter but that may not matter, depending on what this is for.

If I were doing it I would add some filler, however if you're somewhat new to welding this may be more difficult.

When welding it's important to know the application of the part, if you're not sure how to proceed let us know what this part is for.

Yes, use filler 1,2 or 1,6 mm or even smaller if you have.
Be prepared to push in the filler as soon as the arc starts

Here's some I made recently. 20x6 mm mild steel
