My company welds aluminum and utilizes corner to corner construction. Corner is welded on the outside. When checking for complete penetration, we look for reinforcement on the inside. Does the weld require 100% reinforcement to have 100% penetration?

If the weld is designated " full penetration or complete penetration it will have a root gap or need a back grind/gouge. If not its partial penetration and what the backside looks like doesn't matter.
