On a refill on a 40 cu. ft. bottle should the full pressure be 2000?

The fill pressure & test pressure should be stamped on the neck of any bottle - can't comment on yours as we don't have such bottles in the UK - if there is only a test pressure assume this is 1.5 times working pressure - when receiving a refill the charge pressure should be close to working pressure - they can go slightly higher on request but it's usually slightly lower as the gas heats up going in & if they stop charging at the correct pressure it will fall some as the cylinder cools down - a good filler will allow for this or allow the bottle to cool & top it off so you are getting what you pay for - many of the funny mini bottles I've seen have a fill pressure around 137 bar which is lower than full size ones.
